I think the legislative branch was the most important to the Founding Fathers. That branch creates the executive branch, and it's the most important branch to the National Government. It was in affect to the constution also. Checks and balences is each branch of government exercises some powers over the other two branches. Seperation of powers is when each branch has it's own responsabilities and powers.
